Add NomiswapV3 DEX

Hi, This PR adds Nomiswap V3 DEX Nomiswap V3 has recently launched using Algebra's contracts (the same version as QuickSwap V3) I found out that your QuickSwap integration doesn't have its own tests, so I wasn't sure about writing them from scratch. Also this PR introduces some code duplication, but I wasn't feeling confident enough to isolate base Algebra interface and rewrite the integration for another DEX.
