Create ParaSpell CLI

Create a CLI client that allows you to start example projects via the command line without github templates:

eg. npx paraspell initiate <name-of-the-project>

 - Start XCM SDK template
        - Use PAPI implementation
        - Use PJS implementation //Needs creating (Should be simple just replacing imports and packages)
 - Start XCM API template
 - Start XCM Router template
