Add localhost section to playground V1

Allow users to play with instructions, and customise WS endpoints

This is for V1

V2 should allow you to add chopsticks WASM and other customisations such as dropdown message generation from what we allow.

V3 Should allow you adding your own chain config for localhost. And allow you to provide extrinsic hexes giving us ability to generate config for you also

So this task is about todo V1 or how to understand it? Can you please break it down a little bit more what you want to be done and put the rest maybe into separate issues?
