Update COPPA restricted accounts for aged-out accounts

The system currently does not provide a process to remove the COPPA restrictions for an account that is no longer subject to the restriction - when the user's age reaches 13 years old.

Implement a process the identifies the affected accounts, update the accounts to remove COPPA restrictions and send an email notification to the owner or the alternate address if one is provided.
