make NetworkManager dependency optional

I do not have NM installed on my system. I realize it is an important gnome component but on my desktop I use just a static IP with ethernet cable.

It would be nice to be able to get other functions and hide/disable network monitoring if NM isn't available.

Utilizing the 'wicked' netmgr through OpenSUSE/YaST prevents the applet from launching as NM isn't installed. As mentioned it'd be nice to mark the default networkmanager as a recommended yet optional package.

Or even provide some ability for basic monitoring of network traffic through other network managers, although assume this'd be a stretch.

edit; of course the 4th reboot while doing something completely unrelated resolves this... applet now shows on taskbar and I'm much more confused now than I was while writing the above..
