reth Create performance specific grafana dashboard

We now have many metrics w.r.t. latency, throughput, system specs, memory allocated, etc. These metrics are important for performance but mixed into the rest of the panels. There are also many metrics we could collect that are perf-related, that we should not bloat the regular dashboard with.

We should then create a separate dashboard that focuses on performance metrics.

We actually have this now, but the dashboard doesn't have everything we might want. It would definitely be nice to add more things to the performance dashboard we have here: https://github.com/paradigmxyz/reth/blob/1e48668bf23dabd4aa697e7dced5935374043232/etc/grafana/dashboards/reth-performance.json
