Newest changes break suggestion in #113 when Dash to Panel is running

I really like using the scrolling action in #113 but something has broken its compatibility with Dash to Panel since the version in June (?).

Expected Behaviour: Mousing on top of panel and scrolling shows window switcher Behaviour: Nothing happens (Dash to Panel scroll to switch workspaces has been disabled) Workaround: If Dash to Panel is disabled, #113 suggestion works and the window switcher shows up. If Dash to panel is loaded after being disabled, #113 continues working until gnome-shell is restarted, which causes it to not work once again.

Looks like dash-to-panel now looks up scroll events: https://github.com/home-sweet-gnome/dash-to-panel/releases/tag/v23

I'd guess there's some capture going on meaning we never get the events.
