Scratched layer windows should stay in their own workspace

Is your feature request related to a problem? Please describe. I really hated it when the scratched layer window I have opened goes along with the workspace I am with.

Describe the solution you'd like If I open the scratched layer window in workspace 1, then, it should stay in workspace 1 regardless of which workspace I'm currently in.

Describe alternatives you've considered Switching the window between scratched layer to tiled.
