The point of my request is that sometimes the users (like me) are ok with only allowing 2 states for the heuristic: yellow and red. Meaning that by default nothing...

I second this very much. For people who uses FF Sync, and given the way privacy badger works ATM (default green), sync'ing user settings would prevent several mental breakdowns =)
I think there should be a global option for the "default" slider level. That is, if the user wants, he should be allowed to set the default to red on...
