Bump ktlint (kotlin linter) to its latest version 1.3.1.

Sorry for the delay, but we've just branched for 2.23, so merging this pull request now will come out in 2.24, please move the release notes updates to docs/notes/2.24.x.md. Thank you!

Probably needs to be rebased to pick up the CI config for the new "run-on"-based ARM runners.
