Resolve adhoc_tool, code_quality_tool execution dependencies relative to target location

Draft because I haven't had time to run/add tests yet.

Note to self, tests for both adhoc_tool and code_quality_tool pass before and after, so the behaviour here both before and after seems to be "accidental", in the sense of not being explicitly tested for.

I tried to automatically cherry-pick this change back to each relevant milestone, so that it is available in those older releases of Pants.
