Update meson build

The way the single header is generated is not good. It needs to be a custom target, but I am just doing what the CMake build is doing. I would advocate for removing the CMake build. This meson build is much better.

I went along with the other PR that improved the meson build, but I added some minor things from your PR manually as well. Feel free to open an issue if the meson build can still be improved further. Thanks for your input!
