Unicode NEL, LS and PS are non-break characters in YAML 1.2

See YAML 1.2 Section 5.4. Line Break Characters. It mentions this is specifically for JSON compatibility so it doesn't really matter here, but I think fy_is_yaml12_lb should be adjusted.
