I get:

General Config Settings
ModuleWebServer must be enabled if you plan to use Notifications, WebAuth, Mail, Timers, ContractsFeed, HRM, IndustryFeed or WebConfigEditor modules!

Regardless if its enabled or not.

The module on the right of the config editor is added and configured and it does not have a checkbox like some of the other modules on the left.

I have the same message. Don't see anywhere to "enable" modulewebserver and it will not validate nor save.
