timer module enhancements

1. generate timer to timer module from orbital reinforcement notification,same way as upwell for POCOs and other orbitals
2. Yes/No parameter: post timer to discord when created/generated.
3. Make timer entries editable (not only create/delete)
4. Create "fleet operation" feature (replacement for Fleet-up): a. Either generate from and linked to an existing timer or separate entry (both option open) b. it creates an editable entry with Date/Time; location, Form-Up time and Form-Up location; fleet commander and doctrine fields. c. Can be posted to an independent discord channel (1) when created (2) prior to form up timer - similar to timers
