Message user early about string character limits for site creation and multidev environments

A guardrail or UX improvement for commands including site:create and multidev:create that help developers with the character limits of our platform are not providing clear messaging to the user about the length of their strings may end up trimmed or rejected/fail if they are outside of that range.

While the formal limits are managed on the server side our CLI client needs to help developers in moments like that however we approach the goal.
