CMS-31 : Resolve issues with Debian Package creation

Expected behavior

When I have a new install of Ubuntu I can install a Debian package with a few commands lines

Actual behavior

Currently, That doesn't happen. The action should trigger on success completion of Functional and Behat tests.

@kporras07 Starting point is latest 3.0 branch and any pull request against it should merge clean. LMK there's something or some access you need that you currently don't have. Godspeed.

we have a user on discuss.pantheon.io who suggests that the -S won't work on Ubuntu 18.04 https://discuss.pantheon.io/t/discussion-for-doc-terminus-3-0/2748

I know it's an older post about an even older distro (EoL around a year ago), but figured it's worth sharing with y'all
