Allow multi-select of facets

This will mean using Solr tags/filters to return all facets, even those not in the results. It will be up to the front-end (e.g. Ajax widget) to disable any items that will yield zero results.

Multi-select should be off by default and be opt-in with a filter or in the admin settings.
