Log File Upload

Upload log files to google.

Describe the solution you'd like Log files should be rotated on some set schedule (see https://github.com/panoptes/panoptes-utils/pull/123) but after rotation they should optionally be uploaded to google servers. This can either just be a text file upload to a bucket or import into stackdriver.
