Add workflow/scripts for verifying a new unit

I've built a PANOPTES baseline unit, but beyond working with the Arduino IDE to validate the behavior of the 3 boards, I don't know how to get rest of the equipment verified (i.e. can the NUC talk to EVERYTHING).
