Add states for calibration frames

It would be nice to have flat fields. We are currently shutting down PAN001 about 45 minutes before sunrise because there are no "valid" targets left (no 2 hour observations). Could prepare for morning flats and/or aim at ground and take some (very quick) dark frames.
