Test iOptron mount interface (pocs/mount/ioptron.py)

We now have a testing infrastructure for simulating serial devices (see pocs/tests/serial_handlers and pocs/tests/test_rs232.py). We should build a minimal handler of the iOptron mount protocol, and use it to test pocs/mount/ioptron.py.
