Panoptes is running in all local IPs - not only the one set and displayed

Describe the bug When you have run panoptes from the terminal, you can access the same instance by typing any variation of 127.x.x.x

To Reproduce Steps to reproduce the behavior:

1. Run panoptes
2. Type on your browser: http://127.127.127.127:5000
3. Behold panoptes

Expected behavior Only the IP that is set up during execution of panoptes command (or the default of 127.0.0.1:5000) should be occupied by panoptes

@agardelakos I can't reproduce this on OSX. It's accessible on 0.0.0.0:5000 and 127.0.0.1:5000, but not on 127.127.127.127:5000
