Disable map scroll via single finger while on mobile

Today if you have a map panel on a mobile device, it makes scrolling hard since you can't click into the map.

We've taking to disabling scroll/zoom, but then we lose it on desktop as well.

Would be nice to make the map mobile-aware so it can disable single finger pan when viewed on mobile.
