Map Mod works in 1.16.9 but not 1.17

I made a map, it works in 1.16.9, but doesn't work in any 1.17 version. Not sure what broke but something did

There's a few things I need to patch for 1.17 to not have as many errors

I read elsewhere that apparently having the newest Hoi4 DLC enabled causes crashes. For me without the DLC, it works, just has more errors and no coal
