Add MACA method

At the CMIP6 hack week last year, @YifanCheng implemented much of the MACA method in Python. His code is available here: https://github.com/EricKeenan/cmip6-downscalling/blob/master/notebooks/implement_MACA.ipynb

It would be good to pull this implementation into xsd.
