Quantile Mapping: fit distribution for extrapolation of tails

For the BCSD method, the tails should be extrapolated using a normal distribution for temperature and either a EV1 or EV3 for precip. The current implementation of tail extrapolation only includes linear extrapolation (in quantile space).
