Cargo vendor failed using mirror repository

I have a vendor folder of my project i then synced the mirror repo with the vendor but when i use carg vendor using the mirror repository it says it doesnt find the crate. I looked at the crates folder and the index folder it looks like the index exists but the crate is missing, Even if create a new project with only the specific package missing and vendor it and sync the package still doesnt show

I am using it on the x86_64-pc-windows-msvc if it matters Would appreciate some help Thank you
