Disconnected messages before hangup?

Just hanging up is not working they just keep calling day in and day out.... I need to be able to play this message with the tones to stop the auto dialers https://www.youmail.com/community/greeting/number_has_been_disconnected_or_no_longer_in_service_excellent_quality I can make it into a wav file if that helps? How can i accomplish this? Thanks
