This happens because cowin blocks the request from your network. A simple workaround is to change your network Example

You are connected to wifi1 continuously pinging servers they block all requests from wifi1

you have to simply connect to wifi2 and ping servers when wifi2 is blocked then back to wifi1

This little trick worked for me every time
