UDF 2.60 packet writing

Windows has UDF 2.60 packet writing since Windows 7 (2009).

I know that this is already on the to-do list, but I am adding it here for the sake of completeness.

Thank you for all the work you have been doing so far on UDF, Pali. You are the figurehead of UDF in the Linux world.
