Move latest-screenshots out of the repo and slim down its size

It's getting too big to clone. This may also require image downloading during our mosaic creation and other image processing tasks.

  • [x] Log latest archive JSON files to the repo
  • [x] Write a CLI command to consolidate the latest JSON files into a single CSV
  • [x] Merge the CSV into the docs functions
  • [ ] Use the latest CSV data in the docs templates to replace the repo-hosted files
  • [ ] Remove the commit step from our actions
  • [ ] Delete the repo hosted files from the repo and its history
