Link candidates to DIME database IDs

I am downloading the contribDB files from the DIME site. I can have the code do the matching if the files are there. If someone wants to do the connecting, they should agree to the DIME terms-of-use and download the files themselves.

Some of this data probably came from the Cal-Access system via the OpenSecrets database, so I expect there will be some matches.
