Add helm chart for bulldozer
I had to create an Helm chart to install Bulldozer.Since it is pretty generic, I can share it with the community.
Feel free to provide feedback. If you don't helm charts stored in this repository, I can submit it to the official chart repository but I don't know if it will be accepted.
I stored the config in a secret because it contains credentials.

I have no clue. I made this so long ago. Perhaps a maintainer can tell us what's wrong. @asvoboda @bluekeyes
Sorry for letting this sit for so long. Unfortunately, none of the maintainers have the expertise with Helm needed to review this and then keep it updated it once merged. We're starting to do more work with Kubernetes, so that might change in the future, but for now I don't think it is something I'm comfortable including as part of the repository.

You may set your own helm repo instead, it's very common for many apps

I am not using bulldozer anymore so I am not so sure about maintaining it either but I will think about it. Should I close this PR?
IMO, the chart should be merged and let the maintenance be community-driven. . If it gets outdate, people who use it (like me) would raise an issue. And trust me, a lot talented people will be there for help.
