archive segment aware Oracle_EE compactions

probably either or both of:

• Keep track of full size of tables as we compact them and maybe establish some configurable rate limit of GB of tables per compacted per {archive log retention period, default 5 days}, and add tables that we would have compacted to a queue that we more slowly go through

• consider the use of altering the tables to be NOLOGGING/LOGGING before/after the table move and how that will affect the concurrent common backup solutions that people use for their oracle DBs
