Port nginx-buildpack resolver code to the Paketo NGINX Buildpack

We did some work in the CF NGINX Buildpack to support this (https://github.com/cloudfoundry/nginx-buildpack/pull/12). We should look into supporting this in the NGINX Paketo buildpack

Bump @paketo-buildpacks/web-servers-maintainers and @ryanmoran what is the state of the world on this feature given my understanding of what we are hoping to support with user interpolation.
