Re-implement !pb2uptime using new helix endpoint

Helix has this new endpoint: https://dev.twitch.tv/docs/api/reference/#get-streams Which allows the bot to fetch the uptime without the ridiculous stream webhook system

Like commands, but dont need the ! and can match anywhere. for example, if a sentence has 'stream' in it the bot can say "Forsen usually streams around xyz UTC...
