Send relevant timeout and ban reasons in reports module

E.g. longreported by randers or report action taken by pajlada.

If sending a unban, we could also afterwards send a 1-second timeout containing the reason since untimeouts and unbans don't accept reason arguments.

Untimeout could be replaced by a 1-second timeout so a reason can be specified.
