Anchor headings

It would be nice for this theme to have anchored headings.

https://github.com/allejo/jekyll-anchor-headings seems to be a solid implementation, that is used by other themes. Potentially, this could use jekyll-octicons to keep the icon link familiar for those who deploys to GitHub pages.
