Add ESLint flat config support

.eslintrc support will be deprecated in v10.0.0. Usage of .eslintrc makes the ability to run eslint locally out of the box more difficult than necessary.

I am by no means a TS/JS guru but locally, it seems to work. I am open to any critique.
