bug: rebase automatically on target branch for pull-request derived layers

Currently, TerraformPullRequest-derived layers are not automatically rebased against the target branch during a TerraformRun, this causes issues as users are used to have this behavior when launching ci in their embedded workflow tooling (Github Actions, Gitlab-CI)
