Expose teardown hooks to the CLI

Per discussion on https://github.com/pact-foundation/pact-js/pull/529 , it would be useful if we could expose teardown hooks for state handlers when we're invoking the verifier via the standalone in pact-node.

This could possibly be implemented as part of the payload to the state handler endpoint?
