Hi, tested today it's a Ubuntu issue, not a pacstall one.
You can report directly to ubuntu the problem for libgstreamer1.0-dev:i386
It's a i386 who conflicts with same package for amd64 arch.
As a workaround, install wine stable included in Ubuntu repository:
sudo dpkg --add-architecture i386
sudo apt update
sudo apt install wine wine32
Even if not the staging one, the changes for using wine are not so important if you are not a wine dev/contributor.
EDIT : I have tried to install it but an other package is broken : libtheoraenc1:i386
So, actually, wine is broken on ubuntu devel.
I suggest you to use Lutris Flatpak instead with ge-proton (and update it to latest: you can use my script here if you want:
https://codeberg.org/Gaming-Linux-FR/proton-ge-installer

I let the issue opened during some days and will check if something is fixed by ubuntu side this week.
