config option to disable reporting of `propose-downstream` issues upstream

Description

Currently, propose-downstream to centos stream branches requires some manual interaction and packit ends up filing upstream issues saying Propose downstream failed for release N. Examples: c10s for crun and c10s for podman

It would be great to disable issue creation for such cases where a manual trigger is known to be required.

Workaround is to manually close upstream issues.

Benefit

Less noise upstream :)

Importance

Good to have, but not the end of the world. Not at all a blocker.
