Drop sync from downstream in packit-service

Since no one seems to be using the sync from downstream feature in packit-service:

  • [ ] we want to drop it from the packit-service code
  • [ ] be sure the CLI sync-from-downstream is working
    • when I wrote this issue the CLI command ran fine for me: https://github.com/majamassarini/teamcity-messages/pull/6
  • [ ] update the documentation and make it clear that there could be mass rebuilds and teams should use the packit sync-from-downstream CLI command to re-align things manually
