RFE: Complain if COPR not reachable

We have packit copr builds enabled for https://github.com/containers/aardvark-dns . A couple of days ago, copr was down and we noticed PRs didn't trigger copr builds. I was expecting to see some failure saying copr unreachable but I didn't see any copr tasks at all. See: https://github.com/containers/aardvark-dns/pull/291 .

Would be nice to see a copr unreachable either in gating tests or as a bot message.
