Measure the time for reporting TF final status and reformulate related SLO

Related to #1803: we want to reformulate the Testing Farm related SLO in a following way: „Test runs have set success/failure in X (TBD) minutes, after the test has finished“ so that it is consistent with the Copr build related SLO.

  • when reporting the final state of the testing farm run, measure the time from the test finished time
  • change the SLO (docs, related graphs, alerts)
