Enable users of pace to implement their own converters to `import` and `export` data

This would also make it easier to integrate with 3rd party services. E.g., we could let pace sync with the GitHub issues for a repository and pull in the repository as a project, and it's issues as tasks while people would then be able to log the time they are working on certain issues.
