Step 2, item 5 of tutorials/P4D2_2017_Fall/exercises/basic/README.md is a TODO that appears to be done already in tutorials/P4D2_2017_Fall/exercises/basic/basic.p4:85–101.

TODO between line 85 to 101 means that you need to write some code to verify packet which is ipv4 or not. You may get some information in solution
