Failing weekly eBPF/PSA tests

eBPF-PSA weekly tests for different kernels are failing. This is due to that VM is not starting inside runner.

This one looks like a bug related to bpftool or a new version of clang, because files mention in error (bpftool and libbpf repos) were not modified for months...
